The results above were obtained from a party source for the Tuesday 5 February 2008 COLORADO Democratic Precinct CAUCUSES

Caucuses meet in each precinct to choose delegates to the County Conventions in proportion to the percentage of the support each candidate receives at said caucuses- a mandatory 15 percent threshold being required for such allocation: during the delegate selection process, a non-binding "straw" poll may be taken before an official poll. (NOTE: It is the Congressional District and the State Conventions [with delegates to both chosen by the aforementioned County Conventions] that will, respectively, actually pledge Democratic National Convention delegates to presidential contenders).


Here is how we estimate the delegate count (based on projected State Convention Delegates elected at the County Conventions as submitted by a reader. Note that no national convention delegates are allocated until the May District Conventions so this is a very rough estimate):

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify. Clinton and Obama have qualified for delegates.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

There are two separate processes in Colorado that are dealt with simultaneously: Caucuses and conventions select Colorado's National Delegates while assemblies designate candidates for nomination at the August Colorado state primary.

During the delegate selection process, a non-binding "straw" poll may be taken before an official poll.

Tuesday 5 February 2008: Precinct Caucuses meet in each precinct to choose delegates to the County Conventions based in proportion to the percentage of the support each candidate receives- a mandatory 15 percent threshold being required for such allocation.

 

Wednesday 20 February - Monday 17 March 2008 - County Conventions. Congressional District and State Convention delegates are to be allocated to presidential contenders in proportion to the percentage of the support each candidate receives at the County Conventions- a mandatory 15 percent threshold being required for such allocation.

 

Saturday 3 May - Friday 16 May 2008: Congressional District Conventions. 36 of 70 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in Colorado District Conventions. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at the congressional district level.

  • 36 district delegates are to be allocated proportionally to presidential contenders based on the convention results in each of the State's 7 congressional districts.
    • CD 1: 6 (Saturday 10 May)
    • CD 2: 6 (Saturday 10 May)
    • CD 3: 5 (Friday 16 May)
    • CD 4: 5 (Friday 16 May)
    • CD 5: 4 (Friday 16 May)
    • CD 6: 5 (Saturday 3 May)
    • CD 7: 5 (Saturday 10 May)
 

Saturday 17 May 2008: State Convention. 19 of 70 delegates to the Democratic National Convention are allocated to presidential contenders based on the preferences of convention participants as a whole. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at the statewide level.

  • 12 at-large National Convention delegates
  • 7 Pledged PLEOs

The remaining 15 National Convention delegates consist of

  • 14 Unpledged PLEO delegates:
    • 7 Democratic National Committee members.
    • 5 Members of Congress (1 Senator and 4 Representatives).
    • 1 Governor.
    • 1 Distinguished Party Leader (former DNC Chairman Roy Romer).
  • 1 Unpledged "add-on" (selected during the State Convention).

These 15 delegates and will go to the Democratic National Convention officially "Unpledged".
