Each Congressional District is allocated 3 National Convention Delegates. The Allocation Committee determined that the 4 Congressional districts that McCain had his highest percentage of the vote in-- CDs 1, 4, 8, and 9-- (whether he carried the district or not) would choose 2 McCain delegates and 1 Romney delegate. The remaining 6 CDs would choose 2 Romney delegates and 1 McCain delegate.

Ten delegates are allocated statewide. The Allocation committee split the delegates 6 for Romney, 4 for McCain, thus equaling 22 and 18.
