15 August 2008 update: Las Vegas Sun

Nevada GOP names delegates - "Three weeks after announcing the selection of Nevada delegates to the national Republican convention, the state GOP has released the names of those delegates - mostly prominent party regulars, loyalists and contributors. The April [convention] ended abruptly prior to final votes on what was shaping up as a delegation with more backers for Ron Paul than for John McCain. The state party's executive board appointed the delegates, along with 31 alternates, on July 25. Party officials said applicants weren't asked what candidate they support, but were judged on their GOP service, prominent recommendations and military service."

15 August 2008 update: Las Vegas Sun

"Source: RNC panel rejects both Nev. delegations. Citing flaws in the selection process, a key Republican National Committee panel ... recommended that neither of Nevada's two dueling delegations be seated at the party's national convention in September. The Republican National Committee's contest panel rejected both a group backed by supporters of former Republican presidential candidate Ron Paul, as well as a delegation appointed by the state party..."

17 July update from the Nevada Republican Party regarding the cancellation of the 26 July State Convention. Media reports state about 300 delegates sent in RSVPs, short of the 675 necessary for a quorum.

"We hoped there would be enough credentialed delegates to complete business, but we have not received enough RSVP’s for a quorum,” stated Chairman Sue Lowden. “With so many people concerned about the economy, it simply wouldn’t fair for us to ask delegates from all over the state to spend money to attend a convention if we know that a quorum won’t be present.”
“We have had dozens of requests for mail in ballots and numerous delegates have requested that the Executive Board make the decision to appoint delegates. The State Party has called a special Executive Board meeting for Friday, July 25th to resolve this issue.”
A record number of delegates were credentialed at the 2008 Nevada Republican Convention before it was called to recess on April 26th 2008. The convention has already passed rules, bylaws, credentials, a platform, and elected national committee members. Nevada has 34 delegates to the Republican National Convention which will be held September 1st through the 4th in Saint Paul, Minnesota.

17 June 2008 update from various sources regarding the Nevada Republican Convention.

Two separate dates that have been chosen by different factions of the Nevada State Republican Party. The official date to reconvene is Saturday 26 July. The Ron Paul fraction of the delegates have chosen the date of Saturday 28 June to reconvene.

Some Ron Paul supporters, do not trust that the convention will be fair, or that the Party will even reconvene on 26 July. Their stated reasons are:

  1. They are suspicious of the party leadership because of their actions on 26 April to improperly recess the convention without a discussion or a vote.
  2. They are suspicious because 26 July is the last possible weekend before the August 1st cut-off to choose delegates to the national convention as per RNC rules.
  3. They are suspicious because if there are any problems with the 26 July convention they will not have any time to redress grievances.

  6. They are suspicious because there have been indications from the Nevada State GOP that the 26 July date is only a tentative date. One indication comes from an e-mail that indicates that should the RSVPs do not reach a certain amount, the leadership will opt to cancel the convention.

The Ron Paul faction appears to have established a 28 June "rump" convention. The rump convention will attempt to establish a quorum and finish the business of the convention without the party leaders. The rump convention has set up a website in support of their 28 June convention at http://www.nevadagopconvention.com.They claim they have 300 RSVPs for the 28 June rump convention and need 675 attendees to reach a quorum.


As of 30 May 2008, we have no official information regarding the election of the National Convention Delegates.

Added 30 May 2008. Ron Paul supporters released an advertisement in the 26 May 2008 LVRJ (Las Vegas Review Journal) in an attempt to gather information about State Convention delegates.
Added 30 May 2008. THE LOWDEN LINE blog has a post from 14 May 2008 indicating the State Party may consider mail-in ballot to select the delegates.
Added 11 May 2008. Updated 30 May 2008. We have a report that the State Committee may choose to select the National Convention delegates per RNC rule 17. If this is accurate, the State Convention would not meet again to choose the National Convention Delegates.

The Nevada Republican party suspended its convention on Saturday night with no delegates elected to attend the party's national convention. The state party chairman, Sue Lowden says that the party will reconvene to nominate the state's delegates in Las Vegas at a later, yet to be determined, date. Congressman Ron Paul spoke at the convention. The dispute was over how many McCain and Ron Paul supporters would be elected as National Convention delegates.

Here's how we estimate the delegate count on 19 January 2008: (Based on the January 2008 Nevada Caucus results from nvgopcaucus.com. Note that zero national convention delegates are allocated during the Precinct Caucuses - national convention delegates are first elected in April.)

We have allocated the state's 31 non-party leader delegates proportionally according to the popular vote for those candidates receiving 5% or more of the vote. This is a very rough estimate and is will change by the time the state convention meets.

21 April 2007: Nevada Republican Party's State Central Committee voted to move its caucus up to January 19th in a near unanimous vote. National Committeewoman Beverly Willard is quoted as saying "I am absolutely thrilled about moving up this caucus.It will get more people involved in the process, help to energize the party, and put Nevada on the National Map."

8 March 2008: Nevada GOP Move Caucus To Earlier Date - Nevada Republicans have approved a plan to move their 2008 presidential caucus to Feb. 7, six weeks earlier than previously scheduled.

Saturday 19 January 2008: Republican Party Caucuses meet in each precinct. Each Precinct Caucus chooses the precinct's delegates to the County Conventions.

  • "There is no formal system applied in the Precinct Caucuses to relate the presidential preference of the Caucus participants to the choice of the precinct's delegates to the County Convention of the county in which the precinct is located. The participants at each Precinct Caucus alone determine if presidential preference is to be a factor in such choice and, if so, how it is to be applied."
 

Saturday 15 March 2008: Republican Party County Conventions convene in each county. Each County Convention chooses delegates to the Nevada State Republican Convention.

  • "County Conventions choose the county's delegates to the Nevada State Republican Convention. Again, there is no formal system applied in the County Convention to relate the presidential preference of the Convention's delegates to the choice of the county's delegates to the Nevada State Republican Convention. Saturday 26 April 2008: The Nevada State Republican Convention convenes in Reno. The State Convention chooses all 34 delegates from Nevada to the Republican National Convention. There is no formal system of allocating Nevada's National Convention delegates to presidential contenders.

  • Congressional District Caucuses, consisting of the State Convention delegates from each of Nevada's 3 congressional districts meet at the State Convention to choose the 3 National Convention delegates assigned to each congressional district. A total of 9 delegates are elected.
  • The State Convention meets as a whole to choose the 22 at-large (10 base at-large plus 12 bonus delegates) delegates from Nevada to the Republican National Convention.

In addition, 3 party leaders, the National Committeeman, the National Committeewoman, and the chairman of the Nevada's Republican Party, will attend the convention as unpledged delegates by virtue of their position.

The party's executive committee approved the date in a Wednesday evening teleconference. ... The original convention, on April 26, was called off when national convention delegates couldn't be elected in the time allotted. Party leaders blamed a rule change pushed by supporters of presidential candidate Ron Paul, who represented a large proportion of the more than 1,300 convention delegates. The state convention elects 31 members of Nevada's delegation to the Republican National Convention....

19 June 2008 update: The Nevada Republican Party mailed a document to State Convention delegates stating that they must register for the 26 July convention by Monday 7 July 2008. "So that we can be certain there will be a quorum on July 26, those who plan to attend must send their [registration fee] by July 7th, 2008. ... Party officials do no want delegates to come from all across the state and then find we do not have a quorum. ... We will notify delegates as soon as we are assured of a quorum or if it appears we will not be able to reach one. ... While we believe we must try to reconvene the Convention, if you would like a mail in ballot instead of reconvening please check the box and send the form back ... by Monday July 7th."
