In order to advance to the General Election, Nonpartisan primary candidates must receive EITHER 10% of the total votes cast for all candidates for that office OR at least the number of votes that any winning partisan candidate received for that office. If more nonpartisan candidates qualify to run in the general election than there are seats available, then the nonpartisan candidate who receives the most votes will appear on the general election ballot. Special Elections do not have a primary. All candidates, regardles of party affiliation, run on a single ballot. The candidate who receives the most votes wins. Hawaii does not permit write-ins. |
