The Popular Vote above is based on official returns from the 10 March Primary.

Here's how we compute the delegate count (computed with 76% of the popular vote):

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard those votes cast for candidates who do not qualify.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the statewide qualified vote. Bill Bradley, having withdrawn from the campaign, is not entitled to receive At-Large and PLEO delegates.
  3. In each jurisdiction:
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

Friday 10 March 2000: 51 of 61 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Colorado Presidential Primary.

  • "33 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 6 congressional districts. In addition, 11 at-large National Convention delegates plus 7 Pledged PLEOs are to be allocated to presidential contenders based on the primary vote statewide. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level."

The remaining 10 National Convention delegates consist of 9 Unpledged PLEOs and 1 Unpledged "add-on"; these 10 delegates will go to the Democratic National Convention officially "Unpledged".

The formal breakdown of unpledged delegates is:

  • 6 Democratic National Committee members
  • 2 Members of Congress (Representatives)
  • 1 Distinguished Party Leader
  • 1 add-on

Delegate allocation by congressional district:

  • CDs # 1, 2 and 3: 6 delegates each
  • CDs # 4, 5 and 6: 5 delegates each

Colorado has 63 counties and 6 congressional districts: 58 of these counties are wholly within a given congressional district; 5 counties are divided among more than one congressional district.

UNDIVIDED COUNTIES (those wholly within one Congressional District):

  • CD # 1: Denver (which is coterminous with the City of Denver)
  • CD # 2: Boulder, Clear Creek and Gilpin
  • CD # 3: Alamosa, Archuleta, Chaffee, Conejos, Costilla, Custer, Delta, Dolores, Eagle, Garfield, Grand, Gunnison, Hinsdale, Huerfano, Jackson, Lake, La Plata, Mesa, Mineral, Moffat, Montezuma, Montrose, Ouray, Park, Pitkin, Pueblo, Rio Blanco, Rio Grande, Routt, Saguache, San Juan, San Miguel and Summit.
  • CD # 4: Baca, Bent, Cheyenne, Crowley, Elbert, Kiowa, Kit Carson, Larimer, Las Animas, Lincoln, Logan, Morgan, Otero, Phillips, Prowers, Sedgwick, Washington, Weld and Yuma.
  • CD # 5: El Paso and Teller.

DIVIDED COUNTIES (those split between one or more Congressional Districts):

  • Adams: CDs 1, 2 and 4
  • Arapahoe: CDs 1, 4, 5 and 6
