Tuesday 21 March 2000: 64 of Illinois' 74 delegates to the Republican National Convention will be directly elected in the Illinois Presidential Primary, in which delegates are directly elected and listed on the ballot as individuals. This is a "Loophole" type primary in which there is also a presidential preference vote atop the ballot: a so-called "beauty contest", the results of which have no effect on the allocation of National Convention delegates.

  • "Each of the State's 20 congressional districts is assigned 2 to 4 National Convention delegates- the number of delegates assigned to each district being based on the relative strength of that district's vote for the Republican presidential nominee in the 1996 general election: a total of 64 district delegates to be directly elected by the voters and individually listed on the ballot with their presidential preferences indicated.

Friday 16 June to Saturday 17 June 2000: The Illinois Republican Party Convention convenes and chooses the remaining 10 at-large delegates.

  • "Illinois' 10 at-large delegates chosen by the State's Republican Party Convention will go to the Republican National Convention officially 'Unpledged'."

The number of district delegates per congressional district to be directly elected in the"Loophole" primary are:

  • 2 delegates each: CDs #1, #2, #4, #5, #7 and #9
  • 3 delegates each: CDs #3, #11, #12 and #17
  • 4 delegates each: CDs #6, #8, #10, #13, #14, #15, #16, #18, #19 and #20

Total: 64 delegates elected from 20 congressional districts.

NOTE: this being a so-called "Loophole" primary (a Delegate Selection Primary combined with an Advisory "beauty contest" presidential preference vote), the popular vote in the Illinois Republican Primary will have nothing whatsoever to do with the presidential preference of the 64 separately elected National Convention delegates elected in that same Presidential Primary.


Illinois has 102 counties and 20 congressional districts: 88 counties are wholly within a given congressional district and 14 counties are divided among more than one congressional district.

In Illinois, the Minor Civil Divisions/County Subdivisions are the Townships (in 85 counties) or Precincts (in 17 counties): the difference between the two is that the Township has local governmental functions while the Precinct does not. There are also three types of Municipalities in Illinois: the city, the village and the incorporated town- but these are all (with the exception of the City of Chicago in Cook County) not separated from the Township or Precinct from which they were created. As a result, cities, villages and incorporated towns (except for the City of Chicago) are not Minor Civil Divisions/County Subdivisions of the first order in the State of Illinois and every place in Illinois (with, again, the exception of Chicago) is part of a Township or Precinct. In the list below of the Minor Civil Divisions/County Subdivisions in those counties divided among more than one Congressional District, only the Township or Precinct is listed (once more, except in the case of the City of Chicago in Cook County)

ADAMS COUNTY:

  • CD # 17 includes the Townships of Camp Point, Gilmer, Honey Creek, Houston, Keene, Lima, Mendon, Quincy, Riverside and Ursa
  • CD # 20 includes the Townships of Beverly, Burton, Clayton, Columbus, Concord, Fall Creek, Liberty, McKee, Northeast, Payson and Richfield
  • Melrose Township is split between CDs 17 and 20

CHRISTIAN COUNTY:

  • CD # 19 includes the Townships of Assumption, Locust, May, Mosquito, Pana, Prairieton, Rosamond and Stonington
  • CD # 20 includes the Townships of Bear Creek, Buckhart, Greenwood, Johnson, King, Mount Auburn, Ricks, South Fork and Taylorville

COOK COUNTY:

  • CD # 3 includes the Townships of Berwyn, Lyons and Stickney
