The Popular Vote above is based on official returns from the 14 March Primary. This Presidential Primary coincides with a state/local primary. These coinciding primaries tend to have an impact upon voter turnout.

Here's how we compute the delegate count:

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard those votes cast for candidates who do not qualify.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the statewide qualified vote. Bill Bradley, having withdrawn from the campaign, is not entitled to receive At-Large and PLEO delegates.
  3. In each jurisdiction:
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

Tuesday 14 March 2000: 127 of 231 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Texas Presidential Primary. In addition, precinct conventions are to be convened in the evening after the polls have closed to begin the process of choosing the remaining 104 delegates from Texas to the Democratic National Convention.

  • "127 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 31 state senatorial districts (each senatorial district being assigned 2 to 7 National Convention delegates based on how well each district had supported the Democratic nominees for President in 1996 and Governor in 1998). A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at the senatorial district level. In addition, precinct conventions are to be convened no earlier than 7:15 P.M. local time the day of the presidential primary (the polls will have closed in Texas at 7 P.M.) to choose delegates to County, Senatorial District and Regional Conventions."

(dates unknown): County, Senatorial District and Regional Conventions are convened, the highest tier of which will choose delegates to the Texas State Democratic Convention.

Saturday 10 June 2000: The Texas State Democratic Convention convenes. The State Convention will choose 67 of the remaining 104 of Texas' delegates to the Democratic National Convention. The leftover 37 delegates consist of 34 Unpledged PLEOs and 3 Unpledged "add-on"s; these last 37 delegates will go to the Democratic National Convention officially "Unpledged".

The breakdown of unpledged delegates is:

  • 15 Democratic National Committee members
  • 17 Members of Congress (Representatives)
  • 2 Distinguished Party Leaders
  • 3 add-ons
  • "The Texas State Democratic Convention will choose 42 at-large National Convention delegates plus 25 Pledged PLEOs based on the proportion of support among the State Convention delegates for each presidential contender. A mandatory 15 percent threshold is required for a presidential contender to receive any of the pledged National Convention delegates so chosen."

Texas has 127 district delegates apportioned among its 31 STATE SENATORIAL DISTRICTS [unlike most states- as well as the Texas Republican Party- Texas Democrats are NOT using the state's Congressional Districts as a basis of National Convention delegate allocation!] as follows: (SD= "Senatorial District")

  • 2 delegates each:(1 SD) SD # 31
  • 3 delegates each:(7 SDs) SDs #6, #7, #8, #9, #16, #24 and #28
  • 4 delegates each:(15 SDs) SDs #2, #5, #10, #11, #15, #17, #18, #19, #21, #22, #25, #26, #27, #29 and #30
  • 5 delegates each: (6 SDs) SDs #1, #3, #4, #12, #20 and #23
  • 7 delegates each: (2 SDs) SDs #13 and #14.

Texas has 254 counties and 31 state senatorial districts: 224 counties are wholly within a given state senatorial district and 30 counties are split between more than one senatorial district.
