18 March 2000: Unpledged PLEO delegate preference update: Gore 3, Bradley 1. Unpledged delegates appear in the "Soft Unpledged" field.

Bill Bradley, having withdrawn from the campaign, is no longer entitled to receive At-Large and PLEO delegates (rule 9.C). The 1 At-Large and 1 unpledged PLEO delegates originally assigned to Bradley have been reassigned to Gore in our "Soft Pledged". These are only estimates - no delegates are actually selected until the State Convention 24 June 2000.

(On 23 May 2000 the State of Idaho conducted a Presidential Preference Primary. The results, which had nothing whatsoever to do with delegate selection, were Al Gore: 27,025 (76%), None of the Names Shown: 5,722 (16%), and Lyndon H. LaRouche, Jr.: 2,941 (8%).


The Popular Vote above is based on the final results from the 7 March caucus.

Here's how we compute the delegate count:

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard those votes cast for candidates who do not qualify.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the statewide qualified vote. Bill Bradley, having withdrawn from the campaign, is not entitled to receive At-Large and PLEO delegates.
  3. In each jurisdiction:
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

Tuesday 7 March 2000: Democratic Party Caucuses meet in each county. Each County Caucus chooses delegates to the Idaho State Democratic Convention based on presidential preference.

  • "The County Caucus chooses the county's delegates to the Idaho State Convention. Such delegates to the State Convention are allocated to presidential contenders in proportion to the percentage of the support each candidate received at the County Caucus- a mandatory 15 percent threshold being required for such allocation."

Thursday 22 June to Saturday 24 June 2000: The Idaho State Democratic Convention meets. The State Convention chooses the state's 18 Pledged delegates to the Democratic National Convention.

  • "The Idaho State Convention chooses the 12 congressional district, 4 at-large and 2 Pledged PLEO delegates to the Democratic National Convention. Such Pledged National Convention delegates are to be allocated to presidential contenders in proportion to the percentage of the support each candidate received at the State Convention- a mandatory 15 percent threshold being required for such allocation."

The remainder of Idaho's 23 National Convention delegates consist of 4 Unpledged PLEOs and 1 Unpledged "add-on"; these 5 delegates will go to the Democratic National Convention officially "Unpledged".

The breakdown of unpledged delegates is:

  • 4 Democratic National Committee members
  • 1 add-on
