California State and Local Government


California has a "Top-Two" primary system:

  • Regular Elections: All candidates, both party members and independents, participate in a non-partisan Primary. The top two vote getters, regardless of party affiliation, advance to the General Election.
  • Special Elections: All candidates, both party members and independents, participate in a non-partisan Special Primary. If one candidate receives a majority (50% + 1) of the primary vote, that candidate is elected. Otherwise, the top two vote getters, regardless of party, advance to the Special General Election.

Senator Ricardo Lara introduced SB 568 on 11 April 2017. The state legislature passed SB 568 (Assembly 55-21 on 15 September; Senate 26-10 on 16 September). Governor Jerry Brown (Democratic) signed the bill on 27 September. This action moves all primaries from June to the "1st Tuesday after the 1st Monday in March in each even-numbered year" (effective 1 January 2019).

 3 January 2017: Attorney General Kamala D. Harris (Democratic), who was first elected in 2010 and re-elected in 2014, was elected to the U.S. Senate Class 3 Seat on 8 November 2016 and resigned as Attorney General. Prior to her resignation, Attorney General Harris named Kathleen "Kate" Alice Kenealy as Chief Deputy Attorney General. She is the Acting Attorney General until Governor Edmund G. "Jerry" Brown, Jr.'s (Democratic) nomination, Congressman Xavier Becerra (Democratic), is confirmed by the state Legislature.
23 January 2017: California's state Senate votes, 26-9, to confirm Congressman Xavier Becerra (Democratic) as the state's new Attorney General.
24 January 2017: Congressman Xavier Becerra (Democratic) takes office as California General.
