Congressman Jo Ann Emerson was first elected, simultaneously, as a Republican to the 104th and as an Independent to the 105th Congress in special election to fill the vacancy caused by the death of her husband, Congressman Bill Emerson: 5 November 1996. On 22 January 2013, the Congressman submitted her resignation effective at 11:59 p.m. 23 January 2013: Governor Jay Nixon sets 4 June 2013 for the special election to fill this vacant seat. The Democratic, Republican, Libertarian, and Constitution parties will choose their nominees by committee or convention.
