Texas RedistrictingOn 4 August 2006, a three judge U.S. District Court panel redrew 5 Texas Congressional Districts: 15, 21, 23, 25, and 28. The U.S. Supreme Court found that the existing District 23 (2003, Plan 1374C) violated section 2 of the Voting Rights Act and remanded the panel to redraw CD 23. References
