    • Media reports state that the Republican Party Executive Committee recommended punishing 5 states for violating party rules which prohibit states from starting their Presidential Delegate Selection Processes prior to 5 February 2008. New Hampshire (date not announced), Florida (29 January), South Carolina (19 January), Michigan (15 January), and Wyoming (5 January) would be sanctioned 50% their delegation. Iowa (3 January) and Nevada (19 January) would not be sanctioned as their caucuses are non-binding, that is, the results of these caucus are not directly used to elect National Convention Delegates. The recommendation will be voted on by the full RNC sometime after the 6 November 2007 General Election. South Carolina has threatened legal action.

    • Last month, the Democratic National Committee voted to strip the Florida Democratic Party of its 210 national convention delegates because the Florida Democratic Delegate Selection Plan violates party rules. These rules state that only Iowa, New Hampshire, Nevada, and South Carolina car start their delegate selection process before 5 February 2008 but Florida has scheduled their primary for 29 January 2008. The DNC gave the Florida Democrats until 29 September 2007 to come up with an alternate delegate-selection plan that complies with party rules.
      • On 23 September 2007 the Florida Democrats responded:

        Sunday, September 23, 2007

        Dear Florida Democrat,

        After months of careful deliberations, your Party's leaders have chosen overwhelmingly to reaffirm our strong commitment to fully participating in the state-run Democratic Presidential Primary on January 29, 2008, despite the penalties from the Democratic National Committee.

        There will be no other primary. Florida Democrats absolutely must vote on January 29th. We make this election matter. Not the DNC, not the delegates, not the candidates, but Florida Democrats like you and me voting together. We make it count.

        Don't let anybody call this vote a "beauty contest" or a "straw poll." On January 29, 2008, there will be a fair and open election in Florida, which will provide for maximum voter participation. The nation will be paying attention, and Florida Democrats will have a major impact in determining who the next President of the United States of America will be.

        The Primary isn't the only thing on the January 29th ballot. The results of the constitutional amendment referendum and municipal races will affect you locally – your schools, your safety and your homes.

        The Florida Democratic Party is proud to support the right to vote and have that vote counted. We are also proud that we took the time to consider all of our options thoroughly so we could make an informed and responsible decision.

        America faces such great challenges at this moment in time. Florida Democrats need to continue building our capacity at the local level so we can elect a Democratic President on November 4, 2008. I know the Primary debate has been emotional for many people, but now it’s time to move forward.

        Let's remain united as Democrats because when we stick together, we win.

        And we've got to win big in 2008. The country needs us.

        Sincerely,
        Congresswoman Karen L. Thurman
        Chairwoman, Florida Democratic Party

    • Massachusetts Special Primary: U.S. House CD 5 to fill the vacancy caused by the 1 July 2007 resignation of Democratic Congressman Marty Meehan. 5 Democratic and 2 Repubican candidates are competing for their respective party's nominations for the 16 October 2007 Special Election. • Michigan Governor Jennifer Granholm (Democrat) has signed Senate Bill 0624, which moves the Michigan Presidential Primary to Tuesday 15 January 2008. The bill passed the Michigan House of Representatives 67-34 on 30 August and the Michigan Senate 21-17 on 22 August 2007. The 15 January date violates the rules of both the Democratic and Republican National Parties. If the state parties choose to use the state-run primary, the Michigan Democrats could be sanctioned 100% of their 156 national convention delegates while the Michigan Republicans face sanctions of 50% of their 61 delegates.
      • Assuming that both Parties use the 15 January primary, by 5 February 2008, states representing 57.13% of the Democratic National Convention Delegate Votes and 52.13% of the Republican National Convention Delegates will have begun their delegate allocation process (See 2008 Chronological Cumulative Allocation of Delegates.)

    • On Friday 31 August, Democratic leaders in the four states that have been designated by the Democratic National Committee to hold early primaries and caucuses, demanded that Presidential candidates not participate in primaries and caucuses held in other states that violate the 5 February 2008 window -- noteably, Michigan and Florida. However, the document does not forbid those four states, Iowa (14 January), Nevada (19 January), New Hampshire (22 January), and South Carolina (29 January) and from themselves violating their own windows (shown in parenthesis). Presidential candidates Joseph R. Biden, Jr., Hillary Rodham Clinton, Christopher J. Dodd, John Edwards, Barack Obama, and Bill Richardson have reportedly signed the document. The document reads:
      • Four State Pledge Letter 2008 -- Iowa, Nevada, New Hampshire, South Carolina -- August 31, 2007
      • WHEREAS, over a year ago, the Democratic National Committee established a 2008 nominating calendar;
      • WHEREAS, this calendar honors the racial, ethnic, economic and geographic diversity of our party and our country;
      • WHEREAS, the DNC also honored the traditional role of retail politics early in the nominating process, to ensure that money alone will not determine our presidential nominee;
      • WHEREAS, it is the desire of Presidential campaigns, the DNC, the states and the American people to bring finality, predictability and common sense to the nominating calendar.
      • THEREFORE, I _______________, Democratic Candidate for President, pledge I shall not campaign or participate in any state which schedules a presidential election primary or caucus before Feb. 5, 2008, except for the states of Iowa, Nevada, New Hampshire and South Carolina, as “campaigning” is defined by the rules and regulations of the DNC. It does not include activities specifically related to raising campaign resources such as fundraising events or the hiring of fundraising staff.

    • With television actor and former U.S. Senator Fred Thompson (R-Tennessee) reportedly set to formally announce his long-expected bid for the Republican Presidential Nomination on Thursday 6 September, there are also reports of a five-day bus tour of three early Primary/Caucus states starting with the formal announcement itself. Senator Thompson was first elected to the United States Senate in a 1994 Special Election (held to ultimately fill the vacancy created when Democrat Al Gore resigned the seat in order to take office as Vice President of the United States after the 1992 Election) and thereafter was elected to his only full 6-year term in 1996; he voluntary left the Senate, not running for re-election in 2002, in order to take a regular role in the long-running TV crime drama Law and Order.

Review changes prior to Saturday September 1, 2007.
