  • Friday August 31, 2007
    • Media Reports indicate that Idaho Senator Larry E. Craig (Republican) will announce his resignation on Saturday 1 September 2007 effective 30 September 2007. On 11 June 2007 the Senator was arrested at the Minneapolis-St. Paul International Airport and charged with lewd conduct. He pleaded guilty to a misdemeanor disorderly conduct on 8 August 2007. Reports state that Idaho Governor C.L. "Butch" Otter (Republican) will appoint Idaho Lieutenant Governor James E. "Jim" Risch (Republican) to serve out the remainder of Larry Craig's term which expires in January 2009.
    • President Bush has announced that White House Press Secretary Tony Snow will resign effective 14 September 2007. He will be replaced by his deputy, Dana Perino.
    • On 30 August 2007, Victor DiMaio filed a lawsuit in the United States District Court (Middle District of Florida) against the Democratic National Committee and the Florida Democratic Party (Case No. 07CV1552). The suit is in regard to sanctions applied by the DNC to the Florida 2008 National Convention Delegation. The Florida Democrats are beginning their delegate selection process before 5 February 2008 in violation of DNC rules. The DNC has indicated that unless Florida changes their process, they will forfeit their entire delegation.

    • The Michigan House of Representatives passed SB 0624 67-34. The bill sets 15 January 2008 as the date for Michigan's Presidential Primary. The legislation now awaits approval from Michigan Governor Jennifer Granholm who has previously stated that she supports the bill. If the primary is moved before 5 February 2008, both the DNC and RNC are likely to sanction their Michigan affiliates.
    • As a cost-cutting measure, Maine is considering canceling the state's 2008 primary elections. Maine spends about $300,000 every other year on primaries. If the primaries are eliminated, parties would select their candidates by caucus. Media article.

    • The Democratic National Committee Rules and Bylaws Committee determined that the Florida 2008 National Convention Delegate Selection process, which begins with a 29 January 2008 primary, violates party rules. The DNC RBL voted to strip the Florida Democratic Party of all its 210 delegates to the 2008 Democratic National Convention unless a new plan is adopted within the next 30 days. DNC rules forbid states from beginning their 2008 Delegate Selection Process before 5 February 2008, except for Iowa (14 January), Nevada (19 January), New Hampshire (22 January), and South Carolina (29 January).

    • Federal Election Commission: 2008 Congressional Candidates Raise $239 million in the First Half of 2007. 2008 candidates for the U.S. Senate and House of Representatives reported raising a total of $239 million from January 1 through June 30, 2007, according to data compiled by the Federal Election Commission (FEC).
      • Candidates seeking election to the 33 U.S. Senate reported raising $80.6 million during the first six months of 2007. Democratic Senate candidates raised $47.6 million while Republicans raised $33 million.
      • Candidates for the House of Representatives reported raising $157.8 million in the first six months of this year, with Democrats raising $94.2 million and Republicans raising $63.6 million.

    • Special Runoff Election California House CD 37.
      • California held a Tuesday 26 June 2007 special election to fill the seat vacated by the Sunday 22 April 2007 passing of Democratic Congressman Juanita Millender-McDonald. Since no candidate received 50% of the vote + 1, a 21 August 2007 run-off election is held between the top vote getter from each party.
      • Democrat Laura Richardson won the 21 August 2007 run off with about 65% of the vote.
      • The partisan composition of the U.S. House is now 232 Democrats, 202 Republicans, and 1 Vacant office.
    • Arizona Governor Janet Napolitano has decided to move the state's Democratic and Republican Presidential Primaries from Tuesday 26 February to Tuesday 5 February 2008.

    • FEC January - June 2007 Political Party Fundraising Summary
      • During the first six months of 2007, Democratic party committees that file disclosure reports with the Federal Election Commission raised $111.5 million and spent $67.7 million. Democrats increased their fundraising by 29% over 2005 totals between January 1 and June 30. When compared to the same period in 2003, the last presidential cycle, the Democrats showed a 98% increase in federal receipts.
      • During the same interval, Republican party committees raised $108.8 million and spent $87.1 million. This represents a 24% decline in receipts for when compared to the same period in 2005 and a 22% decline when compared the same period in 2003.

    • The results of the Iowa Republican Party's Ames Presidential Straw Poll as certified by State Auditor David Vaudt and Chairman Ray Hoffmann are: Mitt Romney: 4,516 - 31.5%, Mike Huckabee: 2,587 - 18.1%, Sam Brownback: 2,192 - 15.3%, Tom Tancredo: 1,961 - 13.7%, Ron Paul: 1,305 - 9.1%, Tommy Thompson: 1,039 - 7.3%, Fred Thompson: 203 - 1.4%, Rudy Giuliani: 183 - 1.3%, Duncan Hunter: 174 - 1.2%, John McCain: 101 - 1.0%, John Cox: 41 - 0.1%, Total: 14,302 - 100.0%. 26,000 Total Tickets were sold.
    • 2008 Presidential Primaries, Caucuses, and Conventions Chronologically
      • Media reports indicate that the NEW HAMPSHIRE Presidential Primary will be held no later than Saturday 12 January 2008. The most recent version of the Granite State's statutes relevant to this issue allows, for the first time, this Primary to be held on a day of the week other than a Tuesday; 12 January, although on a Saturday, would therefore fulfill the mandate of the statute giving the New Hampshire Secretary of State authority to move up the Presidential Primary to a date "7 days or more" before a "similar election" (the South Carolina Republican Primary has recently been moved up two weeks to Saturday 19 January 2008 so as to maintain the Palmetto State's "first-in-the-South" status in the wake of Florida having moved its Primary up to Tuesday 29 January 2008).
      • Meantime, the impending change in the date of the New Hampshire Primary (whether 12 January or, if to be held on its traditional day of the week of Tuesday, 8 January) will also have an effect on the date of the IOWA Caucuses. Iowa law requires that the State's "first-in-the nation" Caucus be eight days before any State holds a Primary (thus, should New Hampshire go to a new primary date of Tuesday 8 January, rather than Saturday 12 January, Iowa would have to hold its Caucuses no later than the upcoming New Year's Eve!-- given the Christmas/New Year's holiday season, it is conceivable that Iowa could be holding its Caucuses, in such a case, as early as Monday [the traditional day of the week for said Caucus] 17 December of this year!!)
      • There is a further complication: when New Hampshire and Iowa move their first-step delegate selection events, they each are required to do so for both Major Parties (thus, the recent change in the Primary date re: South Carolina Republicans affects Democrats, as well as Republicans, in Iowa and New Hampshire [South Carolina Democrats are unaffected, since the Palmetto State allows the Parties to set their own dates re: delegate selection events, and can, therefore, retain their 29 January 2008 Presidential Primary date]). However, in so doing, Iowa and New Hampshire would then come to be afoul of national Democratic Party rules which have already specifically mandated a schedule of: Iowa Caucuses- Monday 14 Jan; Nevada Caucuses- Saturday 19 Jan; New Hampshire Primary- Tuesday 22 Jan; South Carolina Primary- Tuesday 29 Jan; all other States to not begin delegate selection procedures until at least Tuesday 5 Feb.
      • On a related issue: these same national Democratic Party rules seemingly mandate that FLORIDA's Presidential Primary on 29 January be merely "advisory" re: the Democratic side, as Florida is not one of those four States (Iowa, Nevada, New Hampshire and South Carolina) specifically permitted, by these same rules, to begin their delegate selection/pledging process prior to Tuesday 5 February 2008 (the date of the now-multi-State/multi-regional "Super Duper Tuesday"). Reports are that Florida Democrats are in "negotiations" with national Party leadership re: allowing the Florida Democratic Primary to remain binding. It will be most interesting to see if the national Party subjects Florida to penalty for not being in compliance with the aforementioned Party rules while allowing New Hampshire (and Iowa) Democrats to shift their dates relatively unfettered. Republicans, by the way, also may enforce sanctions against States which hold delegate selection/pledging events in violation of their own pre-5 Feb. 2008 restrictions... Stay tuned!

    • This morning, South Carolina Republican Party Chairman Katon Dawson announced the First-in-the-South Republican Party Presidential Primary will be held in South Carolina on Saturday 19 January 2008.
    • There are media reports that, this morning, the SOUTH CAROLINA Republican Party will announce that they are moving their Presidential Primary up from 2 February to 19 January 2008. This announcement is expected to be made in New Hampshire by South Carolina GOP Chairman Katon Dawson. This has lead to speculation that New Hampshire will also be moving up their Presidential Primary (for both Democrats and Republicans) from 22 January to sometime in early January (there have already long been rumors of the NH Primary being moved up to at least 15 January). All of this would likely force Iowa to move up its Caucuses, currently scheduled for Monday 14 January 2008. Stay tuned!

    • Former Virginia Governor Jim Gilmore (Republican) withdrew from the 2008 Presidential Contest today. Statement from former Virginia Governor Jim Gilmore:
      • "I am today withdrawing my candidacy for the Republican nomination for President. It has been a positive and rewarding experience for me, for my family, and for my supporters.
      • It has become apparent to me that the combination of my late start, and the front loaded nature of the primary schedule, have made it impractical to continue to pursue this path towards further public service.
      • I am proud of the fact that my campaign focused on the issues, worked hard to block amnesty for illegal immigrants, brought attention to the need to protect private property rights, and called for a new path in Iraq that would provide our valiant military men and women with a more clearly defined and achievable mission.
      • However, I have come to believe that it takes more than a positive vision for our nation's future to successfully compete for the Presidency. I believe that it takes years of preparation to put in place both the political and financial infrastructure to contest what now amounts to a one-day national primary in February.
      • In the coming weeks and months, I intend to remain active in the Republican Party and in the public debate. I will be forming a state political action committee to assist Republican candidates in the General Assembly.       • In June 2007, the Minnesota Democrats Executive Committee recommended that the party move its Caucus to 5 February. However, the decision will not be finalized until a party meeting in late September. While the official date of the caucus is 4 March 2008, we are now indicating a date of 5 February 2008. The Minnesota Republicans voted to move their caucuses to 5 February 2008 on 11 July 2007 and we think it would be rather difficult for the MN-DFL to be denied the same date.

      • With the resignation of Congressman Meehan, the number of Massachusetts PLEO (Party Leader and Elected Officials) delegates to the 2008 Democratic National Convention is changed from 26 to 25 and the total number of delegates from Massachusetts reduced from 121 to 120 accordingly.
