    • Midterm Election Update:
      • North Carolina CD 8: Congressman Hayes (R) 50.14% vs. Kissell (D) 49.86%. Congressman Hayes has been re-elected. The 17 November certified vote had Congressman Hayes ahead by a 339 vote margin. Kissell filed for a recount which reduced Congressman Hayes' lead to 329 votes. On 21 November the Kissell campaign filed paperwork requesting hand recounts to be carried out the week of 27 November in 3% of the district's precincts. Seeing that the recount was unlikely to change the outcome, Larry Kissel conceded on 29 November.
      • The makeup of the 110th Congress is 231 Democrats (majority) to 202 Republicans with 2 runoff elections to be held.
  • Monday November 27, 2006
    • Midterm Election Update:
      • Ohio CD 15: Congressman Pryce (R) 50.24% vs. Kilroy (D) 49.76%. The counting of the absentee and provisional ballots is complete as of 27 November. Pre-certified results show Congressman Pryce with a 1,055 vote lead. The official tallies are due at the Secretary of State's office Tuesday 28 November. The results are close enough to trigger the automatic "less than 0.5%" recount. Once the state office verifies a recount is required, it would notify county election officials that they have 10 days to complete the recount. We are calling this contest for Congressman Pryce.

    • Commentary
    • Midterm Election Update:
      • Ohio CD 2: Congressman Schmidt (R) 50.63% vs. Wulsin (D) 49.37%. Congressman Schmidt has been re-elected. She leads by 3,100 votes as the recount continues. To win, Wulsin would need to carry the remaining uncounted ballots by a 2-to-1 ratio. This is unlikely. The results are expected to be certified the week of Monday 27 November.
      • The date for the Texas CD 23 run off election between the top two vote getters, Congressman Bonilla (R) 48.1% and Rodriguez (D) 20.3%, is Tuesday 12 December.

    • Midterm Election Update:
      • New Mexico CD 1: Congressman Wilson (R) 50.21% vs. Madrid (D) 49.79%. 20 November pre-certified results show Congressman Wilson winning by 875 votes. Attorney General Patricia A. "Patsy" Madrid conceded on 21 November.
      • South Carolina Superintendent of Education: Jim Rex (D) 47.50% vs. Karen Floyd (R) 47.45%. The State Election Commission certified Jim Rex as the winner on 17 November. Ms. Floyd conceded on 20 November.
    • Runoff Elections
      • Virgin Islands Governor: Since no candidate received a majority of the 7 November vote, the top two vote getters, John deJongh, Jr. (D) 49.33% and Kenneth E. Mapp (Independent) 27.14%, faced off in a 21 November runoff. John de Jongh / Gregory Francis won with 57.30% of the vote. Kenneth E. Mapp / Almando "Rocky" Liburd received 42.70%.

    • Midterm Election Update:
      • Oklahoma Commissioner of Labor: Fields (D) 50.15% vs. Commissioner Reneau (R) 49.85%. Lloyd L. Fields (D) has unseated Labor Commissioner Brenda Reneau (R).
      • South Carolina Lieutenant Governor: Lieutenant Governor Andre Bauer (R) 50.08% vs. Robert Barber (D) 540,535. The State Election Commission has certified Lieutenant Governor Andre Bauer as the winner. Following the certification, Mr. Barber conceded.

    • Midterm Election Update:
      • Wyoming At-Large: Congressman Cubin (R) 48.27% vs. Trauner (D) 47.74%. The certified results show Congressman Cubin is re-elected with a margin of 1,012 votes out of 193,369. The results fell 79 votes short of an automatic recount. If Mr. Trauner wants a recount, he must make the request within 48 hours and pay for the cost of the recount (up to $500 in each of Wyoming's 23 counties).
    • 2008 Presidential Election
      • Senator John McCain (Republican-Arizona) has declared his candidacy for the 2008 Republican Party nomination for President of the United States. He will file papers with the Federal Election Commission on Thursday 16 November.
      • Former Wisconsin Governor and former Secretary of Health and Human Services Tommy Thompson (Republican-Wisconsin) has declared his candidacy for the 2008 Republican Party nomination for President of the United States. He will file papers with the Federal Election Commission after New Year's.

    • Midterm Election Update.
      • Connecticut CD 2: Called. Courtney (D) 50.02% vs. Congressman Simmons (R) 49.98%. Courtney has unseated Congressman Simmons.
      • Washington CD 8: Called. Congressman Reichert (R) 50.91% vs. Burner (D) 49.09%. Congressman Reichert is re-elected.
  • Monday November 13, 2006
    • Presidential Election 2008. Former New York City mayor Rudy Giuliani (Republican) files papers to create an 2008 Presidential Exploratory Committee.
    • 109th U.S. House.
      • New Jersey CD 13: Albio Sires (Democrat) was elected 7 November 2006 in special election. Representative-elect Sires was added to the rolls of the House upon executing the oath of office.
      • Texas CD 22: Shelley Sekula Gibbs (Republican) was elected 7 November 2006 in special election. Representative-elect Gibbs was added to the rolls of the House upon executing the oath of office.
      • The partisan composition of the 109th House is now 230 Republicans, 202 Democrats, 2 vacant offices, 1 Independent.

    • Midterm Election Update.
      • American Samoa Delegate to the House of Representatives: Since no candidate received a majority of the 7 November vote, the top two vote getters, Democratic Territorial Delegate Eni F.H. Faleomavaega (47.09%) and Republican Aumua Amata (Amata Coleman Radewagen) Coleman (40.72%), will proceed to a Tuesday 21 November runoff.
      • Florida CD 13: Buchanan (R) 50.08% vs. Jennings (D) 49.92%. Christine L. Jennings has requested a recount. There is a 13% undervote (blank ballots cast) in this contest while other contests have a 2% undervote. We are currently calling this contest for Buchanan.
  • Friday, November 10, 2006
    • Midterm Election Update.
      • Guam Governor: The Guam Election Commission's certified the Gubernatorial General Election results declaring the Republican team of incumbent governor Felix Camacho and Dr. Mike Cruz as victors. The opposition team of Robert Underwood and Frank Aguon, Jr. plans to contest the Commission's decision not to include 504 over votes (ballots cast for both candidates) when determining the total number of votes cast. If the overvotes are counted, a Tuesday 21 November runoff election would be required as no candidate would have received a majority of the vote.

    • Presidential Election 2008. Outgoing Governor Tom Vilsack (D-Iowa) has declared his candidacy for the 2008 Democratic Party nomination for President of the United States today by filing papers with the Federal Election Commission; Governor Vilsack's formal announcement of his candidacy is planned for Thursday 30 November. Vilsack is the first Democrat to so declare and he joins Congressman Duncan Hunter (R-California), outgoing Chairman of the House Armed Services Committee, who has already declared his candidacy for the 2008 Republican presidential nomination, as the only two Major Party candidates whose hats are already in the ring re: the next Presidential Election so far (though, obviously, many others- in each Major Party- are expected to join these two as we go along here). [6 December 2006 correction: former United States Senator Maurice Robert "Mike" Gravel (Democratic Senator from Alaska currently residing in Virginia) announced his candidacy for President on 17 April 2006 one half year before Governor Vilsack. - Ed.]
    • Midterm Election Update
      • Virginia Class 1: Republican Virginia Senator George Allen conceded to Democrat James H. "Jim" Webb, Jr. on Thursday 9 November. The latest numbers are: Webb (D) 1,172,538 votes vs. Senator Allen (R) 1,165,302 votes-- a difference of 7,236 votes or 0.3095%.
      • The partisan composition of the U.S. Senate will be 51 Democrats in the new Majority (49 Democrats + 2 Independents, Bernie Sanders of Vermont and Joe Lieberman of Connecticut, who will caucus with the Democrats) and 49 Republicans. This gives the Democrats control of the Senate as well as the House of Representatives in the new 110th Congress of the United States taking office for 2 years beginning on 3 January 2007.

    • The Bush Administration: Defense Secretary Donald Rumsfeld resigns. President Bush nominates former CIA chief Robert Gates to take his place.
    • Midterm Election Update
      • U.S. Senate. 50 Democrats (48 Democrats + 2 Independents who will caucus with the Democrats) to 49 Republicans. 1 race too close to call.
        • Several media sources have called the Virginia Senate contest for Democratic James H. "Jim" Webb, Jr. giving the Democrats control of the Senate.,
        • Virginia: Webb (D) 49.6% vs. Senator Allen (R) 49.3%. The provisional ballots are reviewed 8 November. The votes that are deemed to be legal are canvassed on a county-by-county basis and then certified by the State Board of Elections on 27 November. Only after that can the loser ask for a recount (paid for by the State if the margin be less than 1/2 of 1% of the total vote).
      • Governors. 28 Democrats to 22 Republicans. All races called.
      • U.S. House 110th Congress. 229 Democrats (majority) to 196 Republicans. 10 races to call.
      • U.S. House 110th Congress - 2 contests headed to runoffs.
        • Louisiana CD 2: Since no candidate received a majority of the 7 November vote, the top two vote getters, Congressman Jefferson (D) 30.0% and Carter (D) 21.6%, will face off in a 9 December runoff
        • Texas CD 23: Since no candidate received a majority of the 7 November vote in the non-Partisan "all-up" election, the top two vote getters, Congressman Bonilla (R) 48.1% and Rodriguez (D) 20.3% will compete in a December runoff.
      • 109th U.S. House Special Elections. The composition of the 109th House is now 230 Republicans, 202 Democrats, 2 vacant offices, 1 Independent.
        • New Jersey CD 13: Democratic Albio Sires was elected to fill the vacant seat from November 2006 to January 2007. He also won the January 2007 to January 2009 term.
        • Texas CD 22: Republican Shelley Sekula-Gibbs was elected to fill the vacant seat from November 2006 to January 2007 however she lost the January 2007 to January 2009 term to Nick Lampson.
      • Down Ballot Elections
        • Guam Governor: Results show the Camacho/Cruz team with 48.8% of the votes to the Underwood/Aguon team with 46.69%. Since neither team gained the required 50%+1 amount of votes as is required by Guam law to be declared the winner of a gubernatorial race. The situation will be considered by the Guam Election Commisssion's board of directors. If necessary, a runoff election will be held on Tuesday 21 November.
        • Oklahoma Commissioner of Labor: Fields (D) 50% (455,869 votes) vs. Commissioner Reneau (R) 50% (453,612 votes)
        • South Carolina Lieutenant Governor: Lieutenant Governor Andre Bauer (R) 50% (538,584 votes) vs. Robert Barber (D) 50% (535,249 votes)
        • South Carolina Superintendent of Education: Karen Floyd (R) 47% (509,153 votes) vs. Jim Rex (D) 47% (509,427 votes)
        • Vermont Auditor of Accounts: Thomas Salmon (D) 44% (110,493 votes) vs. Randy Brock (R) 44% (111,327 votes)

      • U.S. Senate changes from 1 November to 6 November: None. However, some polls are showing that the toss-up seats in New Jersey and Virgina appear to be moving toward the Democratic candidates while the toss-up seat in Tennessee appears to be moving toward the Republican candidate. This movement is insufficient to change the predictions from toss-up.
      • U.S. House changes from 1 November to 6 November: 3-4 seats have moved to the Democratic column. On 1 November the synopsis showed 220 or 221 Democrats to 214 or 215 Republicans. The 6 November numbers indicate 224 Democrats to 211 Republicans.

    • Republican Congressman Robert W. "Bob" Ney (Ohio CD 18) resigned from Congress today. On 13 October he pleaded guilty to charges related to the Jack Abramoff scandal. Mr. Ney was first elected in 1994, re-elected in 1996, 1998, 2000, 2002, and 2004. He was renominated in the 2 May 2006 Primary but announced that he was no longer a candidate on 7 August 2006. Mr. Ney formally withdrew his candidacy on 14 August 2006.
    • The partisan composition of the U.S. House is now 229 Republicans, 201 Democrats, 1 Independent, and 4 vacant offices (FL CD 16, NJ CD 13, OH CD 18, TX CD 22).

    • Arizona State Treasurer David Petersen will resign today and plead guilty to a misdemeanor charge of failing to report commissions he had received and which were related to sales he made to state schools; a plea bargain agreement- entered into back on 19 October- requires him to resign his post.
      • Governor Janet Napolitano will then appoint a replacement to serve the remainder of Petersen's term: Arizona is electing a State Treasurer in next month's Election who will not take office until the following January.
      • Under Arizona law, the replacement must be of the same Party as the person who had vacated the office: thus, because Petersen was a Republican, Napolitano- although a Democrat- will have to appoint a Republican to the post.

    • The U.S. Supreme Court ruled that Arizona may require voters to provide photo identification in order to vote in the 7 November General Election. The unsigned 5 page order cautioned that the Court was not issuing a ruling on the constitutionality of Arizona's law. Federal courts have yet to resolve a lawsuit maintaining that the photo identification law disenfranchises elderly and minority voters. Georgia and Missouri Courts have blocked similar laws in those states.

      • for Secretary of State: Since no candidate received 50% of the vote in the Saturday 30 September 2006 primary, a 7 November runoff election will be held between the two highest vote getters: "Jay" Dardenne (29%) and Francis Heitmeier (27%).
      • for Commissioner of Insurance: Insurance Commissioner James J. "Jim" Donelon has been elected with 50% of the vote.
      • A Special Election for these offices, an "Open Primary" will be held on the Legislature-determined date of Saturday 30 September 2006: if a candidate receives 50% or more of the vote for that office only, that candidate will be declared elected on 30 September: otherwise, there will be a runoff on Tuesday 7 November, the same date as the Federal "Open Primary".

    • Republican Congressman Mark Foley (Florida CD 16) resigned from Congress on Friday 29 September following questions about e-mails he wrote to a former male page. Mr. Foley was first elected in 1994, re-elected in 1996, 1998, 2000, 2002, and 2004. He was renominated during the Florida 5 September 2006 Primary. Mr. Foley's name will remain on the ballot however, votes cast for him will be counted for the replacement candidate to be named by the Republican Party.

She unsuccesfully ran for the 2006 Republican nomination for Nebraska Lieutenant Governor as Congressman Tom Osborne runningmate.
    • The Montgomery County Board of Elections has set a special Democratic primary election date for Friday 15 September 2006 to select a replacement nominee for Stephanie Breslin Studebaker who withdrew her U.S. House Ohio CD 3 nomination on 15 August 2006. Four candidates were certified for the primary on 18 August 2006.
