27 March 2020: Due to the COVID-19 virus, on-site same-day voting for the Hawaii Party-run Democratic Presidential Preference Poll on 4 April is cancelled. The mail-ballot return deadline is 22 May. Results will be tabulated and released on 23 May.

27 March 2020: Due to the COVID-19 virus, the New York Democratic Presidential Primary and Special Election for House CD 27 have been postponed from 28 April to 23 June, the date for regular statewide Congressional Primaries. This date is outside the DNC's window, the 2nd Tuesday in June (9 June), for state parties to hold their primaries and caucuses. The Board of Elections certified that President Trump is the only presidential candidate qualified to be on the Republican Presidential ballot, therefore the Republican Presidential Primary is cancelled.

27 March 2020: Due to the COVID-19 virus, Ohio Governor Mike DeWine signed HB 197 to move Ohio's Democratic and Republican Presidential Primaries, and regular Statewide Primaries to 28 April. The election will be conducted almost entirely by mail. Ballots have to be postmarked by 27 April or delivered by hand on Election Day. The primary's original date was 17 March.

27 March 2020: Due to the COVID-19 virus, Pennsylvania Governor Tom Wolf signed SB 422 which moves the regular Statewide Primaries; Democratic, and Republican Presidential Primaries from 28 April to 2 June.

20 March 2020: Due to the COVID-19 virus, Governor Eric Holcomb, Secretary of State Connie Lawson, Republican Party Chair Kyle Hupfer, and Democratic Party Chair John Zody announced an agreement to move the date of this year's Indiana Statewide, Democratic Presidential, and Republican Presidential primary elections from 5 May to 2 June.

It was one heck of a week: the veritable cascade of only recently improbable events during that time period that greatly altered things as we once knew them proved as breathtaking as it was ever surprising...

no, I am not here writing of the events of this past week; instead, I here refer to those events that had changed the political landscape within the Democratic Party presidential nomination contest, of which I had only just written about last week (indeed, my own so taking a proverbial "deep breath" thereafter, was actually titled 'Well, that was quick!'):

former Vice-President Joe Biden's must-win in South Carolina back on 29 February-- followed by the departure from the race of former South Bend, Indiana Mayor Pete Buttigieg the next day, and Minnesota Senator Amy Klobuchar but a day later; then Joe Biden not only catching up to Vermont Senator Bernie Sanders, but surpassing him, in total Delegate Count come 'Super Tuesday' the next day-- followed by the departure from the race of former New York City Mayor Mike Bloomberg (who had only just fully joined the fray) the following day, and Massachusetts Senator Elizabeth Warren the day after that: all this leaving but two leading Democratic Party presidential contenders still standing- Joe Biden and Bernie Sanders- to fight on into, if necessary, the ensuing Primaries, beginning with ....

14 March 2020: Due to the COVID-19 virus, Georgia Secretary of State Brad Raffensperger moved the Democratic and Republican Presidential Primaris from 24 March to 19 May.

13 March 2020: Due to concerns over the coronavirus, the 4 April primary is postponed until 20 June as announced by Louisiana Secretary of State Kyle Ardoin. The new date of the Democratic Primary is outside the DNC's window, the 2nd Tuesday in June (9 June), for state parties to hold their primaries and caucuses. The new date of the Republican Primary is outside the RNC's window, second Saturday in June (13 June), for state parties to hold their primaries and caucuses.

The Wyoming Democratic Presidential caucus is canceled-- there will be no in-person voting. Instead, the Democratic Party will set up locations for voters to pick up and drop off ballots 28 March to 4 April. Mail in ballots must be postmarked by 20 March.

Wow! Even "brokered convention"-skeptic *I* was taken aback by how swiftly events I honestly thought, going into South Carolina's Democratic presidential primary at the end of last month, might take weeks- if not even as long as, say, at least a month and a half- to transpire had actually taken place.

In the space of but a little over a half a week, the field of leading 2020 Democratic presidential contenders (those I had referred to as the 'Las Vegas six') was cut by two-thirds!

About the only thing I had written, just before the Iowa caucuses a month before 'Super Tuesday', that came to pass most fully unscathed was my back then notion that Joe Biden, Bernie Sanders, and Elizabeth Warren, the candidates I had at that time denominated 'the big three' (I had said these made up what we might fairly classify as the (as of this typing) top-tier Democratic Party presidential contenders, while all the other viably challenging Democratic contenders, at that same time, had a more immediate- as well as more important- goal (however unstated): to simply survive until 'Super Tuesday' and then (albeit only if so surviving, obviously) take it from there), would with little doubt... be fighting on into 'Super Tuesday' during the first week in March in any event...

As the dust settled in the wake of South Carolina's Democratic Presidential Primary this past Saturday, it appeared we were effectively down to the six contenders seeking the Democratic Party's presidential nomination who stood on stage in Las Vegas back on Wednesday night, 19 February (all due respect to Hawai'i Congresswoman Tulsi Gabbard, still in the race as well: but you've got to win some delegates [at least a few on 'Super Tuesday', maybe?]!). These 'Las Vegas' six (Biden, Bloomberg, Buttigieg, Klobuchar, Sanders, and Warren) would, in but three days, be facing a veritable "buzzsaw" come this Tuesday 3 March: one that would likely well "carve up" somebody's presidential ambitions (perhaps even the campaigns of more than one "somebody"?)

But, with Tom Steyer already having dropped out of the race while returns were still coming in from the Palmetto State, Pete Buttigieg (finishing a disappointing 4th in South Carolina, behind even Tom Steyer) decided- the next day (Sunday 1 March)- to also pull the plug on his own presidential campaign, potentially changing the equation for the rest of the Democratic field of candidates going into 'Super Tuesday'.

I, as ever, remain a Brokered Convention-skeptic: every four years (since at least 2004), at this same time of year (going into, and during, the earliest Presidential Primaries and Caucuses; and still going into at least the first 'Super Tuesday' or equivalent of that particular year), I find myself fielding queries- often from various and sundry media, electronic as well as print, Internet-based as well as Broadcast, as well as from ordinary users of The Green Papers- as to "just what will happen if [sometimes, it is even said 'when'!]" a National Convention of a Major Party with an 'open' presidential nomination contest (in which no incumbent President is seeking re-nomination by that Party) fails to nominate a presidential candidate outright on the First Ballot of Roll Call of the States on the floor of said Convention come that summer...

which, at least so far, never ends up happening!

Nevada's Democratic Party caucuses, as things turned out, were indeed not at all determinative as regards the eventual Democratic Party nomination for President: Senator Bernie Sanders, as expected, won handily (although, yes, it was something of a surprise just how well he did among, in particular, Latino voters). Meanwhile, former Vice-President Joe Biden got the proverbial "monkey off his back" (as regards his finish in these early local caucuses and Presidential Primaries) by coming in (an albeit distant) second; while Mayor Pete Buttigieg did what I said he had to at the least do in order to remain potentially competitive- not so much as regards South Carolina's Presidential Primary this Saturday, but more in relation to that "buzzsaw" that will be 'Super Tuesday' three days thereafter- by coming in third in the Silver State.

In fact, all three of the above presidential contenders won National Convention delegates out of Nevada (although, of course, Sanders won the lion's share [2/3 of the 36 delegates up for grabs: with Biden and Buttigieg splitting the remaining 12 three to one]). However, the Silver State's caucuses were but a part (4/10ths actually, delegate-wise) of what I have already described as, more or less, a "Second Ballot" (Iowa and New Hampshire already having been the first) of what is, essentially, a running "brokered Convention" throughout the Primary/Caucus "season" during which the voters are themselves the "brokers" ultimately determining the ....

James (later, Viscount) Bryce was, of course, here writing during an age before the first Presidential Primary Elections (although, back then, there were already "primaries", in the form of what we now know as precinct caucuses or County mass meetings): a time when it was only the Convention itself (regardless as to how its delegates might have been credentialed) that nominated a Party's candidate for President of the United States, and doing so (at least as regarded an 'open' race for a Party's presidential nomination: one in which an incumbent President was seeking re-nomination without serious challenge) without all that much objective data (as we now have as we peruse the voting in Party Primaries and caucuses week by week) allowing Convention participants to know, beforehand, just who might take the prize in the end...

Last Friday (7 February), seven contenders for the 2020 Democratic presidential nomination took the stage for the last televised debate before this Tuesday's (11 February) New Hampshire Presidential Primary. It had been a rather strange week for them: what with the failure to publicly release the results of the Iowa Democratic Caucuses the previous Monday (3 February) evening, followed by the slow 'drip-drip-drip' of results (after an initial data-dump of nearly two-thirds of the voting) over the next two days or so.

If it had been a normal, more usual, night in Iowa, late last Monday evening on into the wee hours of the morning Tuesday would have seen the leading candidates claiming some kind of "victory" (whether they came in first in the caucus voting or not), middling candidates in the results claiming having been "winnowed in" and, thereafter, declaiming "On to New Hampshire!", with the candidates trailing far behind wringing their hands (at least privately) over whether or not they could still stay in the race; it is possible (if not even probable) that, as last week progressed, one or more contenders- if not amongst the 'debating seven', within the field of other contenders who did not so qualify- might have formally dropped out (if only through "suspending" their campaign[s], rather than withdrawing altogether)...

Twenty years ago, as the 2000 Iowa caucuses loomed (less than four months after The Green Papers first went 'live' online), I wrote a piece for this website with the title It's The Delegates, Stupid!!! in which I noted that [o]ne fact, however, cannot be denied- regardless of the outcomes in Iowa... - and that is this: that the rules of the nomination game still dictate that a presidential contender get a majority of the delegate votes on the floor of his party's National Convention in order to become that party's Nominee.

I was to receive few, if any, accolades for my so well handling the role of 'Captain Obvious' back then, yet I soldiered on to also say that [w]hile it is true that the major parties' National Conventions have, by now, devolved into political versions of Jerry Lewis-style Telethons (except that they tend to be four times as long!)- mainly because they no longer choose a nominee who has already clinched the presidential nomination through his reaching the "magic number" of a majority of pledged delegates at some point earlier in the pre-Convention phase of the campaign,... [t]he caucuses in Iowa are not, in and of themselves, going to get any contender any closer to that "magic number"; they can only give ....

As to the power of [The Senate] trying impeachments, let Mr. Mason show where the power could more properly have been placed. It is a necessary power in every free government, since even Judges of the Supreme Court of Judicature themselves may require a trial, and other public officers might have too much influence before an ordinary and common Court. And what probability is there that such a Court acting in so solemn a manner, should abuse its power (especially as it is wisely provided that their sentences shall extend only to removal from office and incapacitation) more than any other Court? The argument as to the possible abuse of power ....
