A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level. Saturday 13 June 2020: District Conventions. National Convention District delegates are elected by state delegates according to the results of the Presidential Primary.

Friday 19 June - Saturday 20 June 2020: State Post-Primary Convention.

State Post-Primary Convention elects National Convention Pledged PLEO and At-large delegates according to the statewide results of the Presidential Primary.

The remaining 12 National Convention delegates consist of

12 Unpledged PLEO delegates:

5 Democratic National Committee members.
5 Members of Congress (2 Senators and 3 Representatives).
1 Governor.
1 Distinguished Party Leader (former Democratic National Committee Chairman Fred Roy Harris).

These 12 delegates and will go to the Democratic National Convention officially "Unpledged".
