Participation in Vermont's delegate selection process is open to all voters who wish to participate as Democrats. There is no party registration in Vermont. After marking their ballot, a voter presents the ballot to election clerks, publicly declaring the party they are submitting. This declaration becomes part of the public record.

Tuesday 3 March 2020: Vermont Primary. Hours 5:00a-7:00p EST (1000-0000 UTC). Polls may open as early as 5:00a and no later than 10:00a as set by the Board of Civil Authority. Delegate Pledging: Proportional Primary. Voter Eligibility: Open Primary.

16 of 24 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's Vermont Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at either the congressional district or statewide level.   • 11 district delegates are to be pledged proportionally to presidential contenders based on the statewide primary results as Vermont has only one Congressional District.
  • In addition, 5 delegates are to be pledged to presidential contenders based on the primary vote statewide.
    • 3 at-large National Convention delegates
    • 2 Pledged PLEOs

Tuesday 21 April 2020: Post-Primary Town Caucuses elect delegates to State Convention.

 

Saturday 30 May 2020. State Convention.

National Convention District delegates are elected by Presidential preference according to the results of the primary.

 

Saturday 13 June 2020: National Convention Delegate Meeting

National Convention Pledged PLEO and At-Large delegates are elected, by a quorum of National Convention district-level delegates, according to the results of the primary.

The remaining 8 National Convention delegates consist of

  • 8 Unpledged PLEO delegates:
    • 4 Democratic National Committee members.
    • 3 Members of Congress (2 Senators and 1 Representative). Senator Bernard "Bernie" Sanders is counted as a Democrat.
    • 0 Governors.
    • 1 Distinguished Party Leader (former Chairman of the Democratic National Committee Howard Dean).

These 8 delegates and will go to the Democratic National Convention officially "Unpledged".
