These Mass Meetings are for counties with populations over 80,000 (Such counties operating under Rule 9.2[A] of the Rules of the Georgia Republican Party may choose one day from Thursday 11 February to Saturday 20 February on which to hold these Mass Meetings throughout said county).

 

Tuesday 1 March 2016: Georgia Primary. Hours 7:00a-7:00p EST (1200-0000 UTC). Delegate Selection: Winner-Take-Most Primary. Voter Eligibility: Modified Primary.

Tuesday 1 March 2016: All 76 of Georgia's delegates to the Republican National Convention are bound to presidential contenders in today's Presidential Primary.

  • 42 district delegates bound to presidential contenders based on the primary results in each of the 14 congressional districts: each congressional district is assigned 3 National Convention delegates.
    • If a candidate receives a majority of the vote (more than 50%), that candidate is allocated all 3 of the district's delegates.
    • If no candidate receives a majority of the vote, the candidate with the most votes (plurality) receives 2 delegates and the candidate receiving the next highest number of votes receives 1 delegate. [Rules of the Georgia Republican Party. 7.3(B)(3)]
  • 34 statewide delegates (10 base at-large, 21 bonus, plus 3 RNC delegates) are bound to presidential contenders according to the statewide vote. A mandatory 20% threshold is required for a presidential contender to receive National Convention delegates. If no candidate receives 20%, the threshold is 15%, if no candidate receives 15%, the threshold is 10%. [Rules of the Georgia Republican Party. 7.3(B)(4)]
    • If a candidate receives a majority of the vote (more than 50%), or only 1 candidate meets the threshold, that candidate is allocated the 34 statewide delegates.
    • If no candidate receives a majority of the vote then, for each candidate receiving the threshold or more of the vote, delegates = [the number of votes received by that candidate] × [34 statewide delegates] ÷ [the statewide vote for those candidates receiving the threshold or more]. Each candidate receives the whole number of delegates (that is, round down to the whole number). If delegates remain, award the slots to the candidate(s) (who received the threshold or more) proportionally. [Rules of the Georgia Republican Party. 7.3(B)(4)]
    • The 3 RNC party leader delegates, the National Committeeman, National Committeewoman, and the chairman of the Georgia's Republican Party are allocated with the At-Large delegates. They are, however, bound to the candidate receiving the most votes statewide. [Rules of the Georgia Republican Party. 7.3(B)(4)]

Allocate the statewide delegates to those candidates meeting the 20% threshold:
Trump: 44.684% of 34 delegates = 15.192 round to 15. Carry forward: 19.
Rubio: 28.146% of 34 delegates = 9.570 round to 9. Carry forward: 10.
Cruz: 27.170% of 34 delegates = 9.238 round to 9. Carry forward: 1.
One by one, allocate the remaining 1 delegate slot to the candidate(s) meeting the
20% threshold ordered by their statewide vote. Repeat until all delegates are allocated.
Slot 1 to Trump (502,994 votes).

Georgia Code § 21-2-193 requires the Executive Committee of both state parties to submit a list of candidates to appear on the presidential ballot.

Georgia Code § 21-2-196: "... a delegate or ... shall file a qualification oath ... pledging support ... to the candidate ... for the office of President ... for whom they are selected to support. The oath shall state that the delegate ... affirms to support such candidate until the candidate is either nominated ... or receives less than 35 percent of the votes for nomination ..., or until the candidate releases the delegates.... No delegate shall be required to vote for such candidate after two convention nominating ballots..."

Georgia Code § 21-2-197: "Any delegate to a national convention whose presidential candidate withdraws ... shall be an unpledged delegate ..."

 

Thursday 10 March - Saturday 19 March 2016 (presumably): Precinct Mass Meetings are held to elect delegates to the County Conventions, County Conventions which- in turn- are held on the same date. The date indicated is the default date (see below).

These Mass Meetings are for counties with populations 80,000 and under (Such counties operating under Rule 9.2[B] of the Rules of the Georgia Republican Party may choose one day from Thursday 10 March to Saturday 19 March on which to hold these Mass Meetings throughout said county; in addition, the County Convention may be held on the same day as these Mass Meetings in such counties).

 

Saturday 19 March 2016 (presumably): County Conventions meet to elect Delegates to the Congressional District and State Conventions (in Counties with a population over 80,000 [see below re: Precinct Mass Meetings and County Conventions in Counties with populations 80,000 and under]).

 

Saturday 16 April 2016 (presumably). Congressional District Conventions meet in each Congressional Districts to elect the National Convention District Delegates according to the results of the Presidential Preference Primary.

 

Friday 3 June - Saturday 4 June 2016 (presumably). The State Convention meet to elect 31 At-Large Delegates to National Convention plus the National Commiteeman and National Committeewoman according to the results of the Presidential Preference Primary.

In Presidential Election Years, the State Convention shall elect the National Commiteeman and National Committeewoman and Delegates at Large ... to the Republican National Convention in accordance with Rule 7.3. [Rules 7.1]

 

 

The 2016 Presidential Preference Primary will be held on "a date selected by the Secretary of State which shall not be later than the 2nd Tuesday in June .... The Secretary of State shall select such date no later than December 1 ...." (Official Code of GA 21-2-191)

On 3 September 2015, Georgia Secretary of State Brian Kemp (Republican) set the date of the Presidential Preference Primary to 1 March 2016.
