Tuesday 22 March 2016: First Level - Neighborhood (precinct) caucuses meet to take a party-run presidential preference vote. 33 of 37 delegates to the Democratic National Convention are pledged to presidential contenders based on the Presidential preferences expressed at the Precinct Caucuses. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.   • 22 district delegates are to be allocated proportionally to presidential contenders based on the caucus results in each of the State's 4 congressional districts.
  • 11 delegates are to be allocated to presidential contenders based on the caucus vote statewide.
    • 7 at-large National Convention delegates
    • 4 Pledged PLEOs

In addition, the Precinct caucuses elect delegates to the County Conventions.

 

Tuesday 22 March - Thursday 14 April 2016 (presumably): Second Level- County Conventions. The County Conventions elect delegates to the State Convention.

 

Friday 22 April - Saturday 23 April 2016 (presumably): Third Level- State Convention.

According to the results of the Neighborhood Caucuses:

  1. The State Convention delegates meet in Congressional District caucuses to elect National Convention District Delegates.
  2. A quorum of National Convention District Delegates meet to elect National Convention Pledged PLEO Delegates.
  3. State Convention delegates meet as a whole to elect the National Convention At-Large Delegates.

The remaining 4 National Convention delegates consist of

  • 4 Unpledged PLEO delegates:
    • 4 Democratic National Committee members.
    • 0 Members of Congress (0 Senators and 0 Representatives).
    • 0 Governors.
    • 0 Distinguished Party Leaders.

These 4 delegates and will go to the Democratic National Convention officially "Unpledged".

 

 

26 February 2014: H.B. 410. This bill would change the date of the state's Presidential Primary to a "date designated by the lieutenant governor that is earlier than the scheduled date for any meeting, caucus, primary, vote, or other method used in any other state or territory of the United States that constitutes the first determining stage of selecting a presidential nominee."
10 March 2014: HB 410 passed the House 58-14. The bill was not taken up in the Senate before the Legislature adjourned.

HB 329, introduced by state Representative John Cox (Republican) on 12 February 2015, would move the state's Presidential Primary from the 1st Tuesday in February to the 4th Tuesday in March.
10 March 2014: The bill died in committee when the Legislature adjourned.
