Saturday 20 April 2024: Pre-primary Caucus. Call to order at 10am EDT, Adjournment at 2 pm EDT.

Delegate candidates who wish to be slated by Presidential Preference for the District delegate positions are elected at today's Pre-primary caucus. Statements of candidacy by Presidential Preference must be filed with the State Committee.

Delegate candidates who wish to be At-Large and Pledged PLEO delegate positions must file a statement of candidacy by Presidential Preference with the State Committee.

If a presidential candidate qualifies to receive District delegates at the primary, but failed to slate a sufficient number of delegates at the pre-primary caucus, the members of the Democratic State Committee shall select the additional delegates at a later date.

 

This Presidential Primary coincides with a state/local primary. These coinciding primaries tend to have an impact upon voter turnout.

Participation in the District of Columbia's delegate selection process is open to all voters who wish to participate as Democrats. Voters are permitted register on election day and declare their Party preference on their Voter Registration Card which is a public record.

Tuesday 4 June 2024: District of Columbia Primary. Hours reportedly 7:00a-8:00p EDT (1100-0000 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Closed Primary.

20 of 49 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's District of Columbia Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at either the municipal or district wide level. Here is how the Democratic Proportional Delegate Allocation Math works.

  • 13 district delegates are to be pledged proportionally to presidential contenders based on the primary results in each of the District's 2 municipal districts (each consisting of 4 of the city's 8 wards).
  • 7 delegates are to be pledged to presidential contenders based on the district wide primary vote.
    • 5 at-large National Convention delegates
    • 2 Pledged PLEOs

National Convention District delegates are slated at the pre-primary caucus and are selected by the D.C. Democratic State Party Committee beginning with the highest vote-getting presidential preference.

 

Thursday 13 June 2024: State Party Committee selects Pledged PLEO and At-Large Delegates. Hours begin at 7:00p EDT (2300 UTC).

National Convention Pledged PLEO and At-Large Delegates are elected by the State Party Committee according to the results of the Primary.

The remaining 29 National Convention delegates consist of

  • 29 Unpledged PLEO delegates:
    • 25 Democratic National Committee members.
    • 3 Members of Congress (1 nonvoting Delegate to the House of Representatives plus 2 so-called "shadow Senators" [the Democratic Party traditionally supports Statehood for the District of Columbia; in addition this number reflects the Electoral Vote of D.C. which has always gone to the Democrats in Presidential Elections]).
    • 1 "Governor" (actually, the Mayor of DC).
    • 0 Distinguished Party Leaders.

These 29 delegates and will go to the Democratic National Convention officially "Unpledged".
