Participation in Puerto Rico's delegate selection process is open voters who wish to participate as Democrats. Participants may not take part in any other party's Presidential Nominating process. Voters declare their Democratic Party preference by signing in the official voter list or signing a party affiliation form [Act 58-2020, § 8.4a, 16 L.P.R.A. §4644]. Sunday 28 April 2024: Puerto Rico Party-run Primary. Hours 9:00a-3:00p AST (1300-1900 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Open Primary.
55 of 60 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of today's Puerto Rico Party-run Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at either the senatorial district or islandwide level. Saturday 8 June 2024: State Convention. National Convention Pledged PLEO and At-Large delegates are elected according to the results of the primary. If a candidate qualified to receive District delegates, but failed to slate a sufficient number of delegates, the additional delegates are selected at the State Convention.
