16 June 2023: DNC Rules and Bylaws Committee Meeting found this plan in conditional compliance.

18 December 2023: State Election Board Secretary Paul Ziriax announced today that he has been notified by the Oklahoma Democratic Party that it will allow Independents to vote in its primaries and runoff primaries during the 2024-2025 election years. Meanwhile, the Oklahoma Republican Party notified the Secretary that it will keep its primaries closed to Independent voters. The Libertarian Party did not formally send a notification; therefore, by default, the Libertarian Party primaries will remain closed as designated by state law.


   

Participation in Oklahoma's delegate selection process is open to all voters who wish to participate as Democrats. Voters publicly declare their Party preference when they register to vote. In November of each odd-numbered year, ... parties declare whether or not they will permit Independents to vote in their primary elections .... For 2024, only registered Democrats are eligible to participate [Delegate Selection Plant Section 1 C. 1. b.].

Tuesday 5 March 2024: Oklahoma Primary. Hours 7:00a-7:00p CST (1300-0100 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Modified Primary.

36 of 41 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's Oklahoma Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at either the congressional district or statewide level. Oklahoma election allows neither write-in nor "uncommitted." votes. How the Democratic Proportional Delegate Allocation Math works.

  • 23 district delegates are to be pledged proportionally to presidential contenders based on the primary results in each of the State's 5 congressional districts.
  • In addition, 13 delegates are to be allocated to presidential contenders based on the primary vote statewide.

36 National Convention delegates are elected according to the results of the primary.

The remaining 5 National Convention delegates consist of

  • 5 Unpledged PLEO delegates:
    • 5 Democratic National Committee members.
    • 0 Members of Congress (0 Senators and 0 Representatives).
    • 0 Governors.
    • 0 Distinguished Party Leaders.

These 5 delegates and will go to the Democratic National Convention officially "Unpledged".
